Teller County commissioners ratify short-term rental licensing contract
The Neumo Group agreement costs $74,600 in its first year and includes listing monitoring, licensing tools and complaint reporting.
Teller County commissioners unanimously ratified a contract Sept. 24 with Neumo Group LLC for short-term-rental licensing and compliance monitoring.
The agreement costs $74,600 in its first year: $13,000 for implementation and $61,600 for the first year of subscription services. The subscription price rises 7% annually on a compounded basis. The contract renews in 12-month terms unless either party gives at least 60 days’ notice of nonrenewal, the agreement says.
Neumo’s system is designed to monitor listings across about 80 websites, identify properties and operators, and estimate gross booking revenue using public information. It also includes a compliance portal, case tracking, a 24-hour complaint hotline and an online tip form. The licensing workflow covers applications, renewals, documents, inspections and approvals.
The system lists a county-assessed $250 application fee and $750 annual license fee, separate from the vendor’s contract charges.
During the meeting, county staff clarified that the agreement does not create a county rental tax. Its tax-related provisions concern the county providing existing tax records and applicants documenting a Colorado sales-tax license or showing that a rental marketplace collects and remits applicable taxes.
