Miller’s Landing landfill remediation is complete, but hotel and retail project remains unbuilt
Town staff says remediation is the only improvement completed; the district reported $241,095 in property-tax increment revenue in 2025.

The landfill at Miller’s Landing has been remediated, but the hotel and mixed-use office and retail development tied to Castle Rock’s 2017 project remains unbuilt, town staff told Town Council in a presentation on the district’s 2027 operating plan. The presentation says no improvements beyond remediation had been implemented to date.
Staff describes the 2017 arrangement as sharing property- and sales-tax revenue in connection with the hotel, office and retail development and landfill remediation.
The Castle Rock Urban Renewal Authority’s 2027 budget table lists $241,095 in property-tax increment revenue and no sales-tax increment revenue for 2025. It also records a $239,890 transfer to the district’s bond agent. These are figures for one year, not a cumulative accounting of revenue since 2017.
