Castle Rock council keeps Stage 1 fireworks sales rules in fire-code revisions
The 6-1 first-reading vote preserves sales during Stage 1 restrictions, when fireworks use is prohibited; the council scheduled final consideration for Oct. 20.

Castle Rock Town Council voted 6-1 on Oct. 6 to advance fire-code revisions while keeping existing rules that allow fireworks sales during Stage 1 restrictions, even though fireworks use is prohibited. The ordinance still requires a second reading, the meeting record shows; Mayor Jason Gray cast the lone no vote.
Councilmember Brooks moved to approve the proposal on the condition that it retain the existing retail fireworks-sales language, leaving the other proposed fire-code clarifications in place. Gray objected that allowing sales when fireworks cannot legally be used would send a “harmful mixed message.”
Under the existing rules described by Fire Chief Norris Croom in correspondence included in the council packet, fireworks use is prohibited during both Stage 1 and Stage 2 restrictions. Sales may continue during Stage 1, but both sales and use are prohibited during Stage 2.
The Oct. 6 vote was a first reading, not enactment. The official Legistar file lists the Oct. 6 action as a first reading, and the proposed ordinance schedules a second and final reading for Oct. 20.
