Colorado Springs City Council is scheduled to consider 2027 budgets for the city’s business improvement districts Oct. 27, including proposed property-tax increases in Barnes and Powers North and Gold Hill North.

The city’s 2027 presentation lists the plans for council consideration and says annual operating plans and budgets require council approval by resolution.

Barnes and Powers North proposes a total levy of 59.154 mills for 2027, up from 54.777 mills in 2026. Its proposed debt-service levy rises from 53.703 to 57.995 mills, while its operations-and-maintenance levy increases from 1.074 to 1.159 mills.

Gold Hill North proposes a total levy of 66.922 mills, up from 64.443 mills budgeted for 2026. Its proposed operating plan and budget lists $6.45 million in spending: $5 million for capital projects, $1.26 million for debt service and $190,000 for general operations. The budget lists $5.284 million in revenue, including $5.185 million in developer advances, and $182 in property-tax revenue after tax-increment adjustments.

A mill is $1 in tax for each $1,000 of taxable assessed value, the Colorado Division of Property Taxation explains. For a property with $100,000 in taxable assessed value, the proposed 2027 levy would be $5,915.40 in Barnes and Powers North, $437.70 more than at the 2026 rate. In Gold Hill North, it would be $6,692.20, an increase of $247.90.

These examples cover only the district levy and assume the assessed value stays the same. They are not total property-tax bills; the actual amount depends on a property’s taxable assessed value, whether it is within the district and other applicable taxing authorities.

The city presentation also lists maximum levy figures for Barnes and Powers North below the proposed rates, but does not reconcile the difference.

Separately, the presentation says the city received an Oct. 5 petition to dissolve Barnes and Powers South. Staff review is ongoing. The presentation lists a Nov. 9 work session and Nov. 24 and Dec. 8 council hearings as tentative dates; it does not specify what action council may take.
