Woodland Park has completed a roughly half-mile access road to a potential reservoir site on Boy Scouts property. Utilities Director Wiley told the City Council on Oct. 15 that the road contract was about $800,000 below the engineer’s estimate included in the city budget.

Wiley put the contract amount at $1.2 million to $1.3 million. He said change orders were about $40,000 and estimated the project would finish about $40,000 above the contract amount, according to his council presentation. The city’s September payment register lists two payments for reservoir-access-road work totaling $749,357.24; it does not establish the final project cost.

The road is separate from the proposed reservoir, which Wiley described as costing just under $20 million. He said a proposed $600,000 to $700,000 contract for the initial, 30%-complete reservoir design is expected to come before the council at a future meeting. It had not been approved as of Oct. 15.

Wiley said the design phase would address unknowns and help staff choose a path forward. If the project advances after design, staff anticipate review by the Colorado Dam Safety Branch and then a request for construction bids.
