The proposed agreements cover 17 poles and two terminal poles; final charges would be based on actual time and materials.

Manitou Springs City Council is scheduled to consider two agreements with Colorado Springs Utilities on Oct. 20, totaling an estimated $436,390 to move utility poles that conflict with planned Ruxton Avenue sidewalk widening. The meeting packet includes the proposed agreements on the consent calendar.
One agreement estimates $147,414 to relocate 17 primary and secondary poles along Ruxton Avenue. The other estimates $288,976 for work on two 600-amp terminal poles. The city describes the sidewalk project as a pedestrian-safety improvement intended to widen sidewalks and improve accessibility. Moving the utilities would clear conflicts with that work.
The estimates are not fixed prices: the agreements base final charges on Colorado Springs Utilities’ actual time and materials. They also require payment before the utility work is released for construction. The 17-pole agreement and terminal-pole agreement set out the scopes and terms.
The utility work is a step toward the wider sidewalk project, not a construction schedule. City staff say utility design and coordination must happen before the city can complete final project design and set a construction schedule. The October materials do not provide a construction start date.
The terminal-pole design may include placing some facilities underground, but the final configuration remains under engineering review. The proposed authorization would allow design and relocation work; it would not determine whether utilities will be placed underground or remain overhead.
