Castle Rock proposes zoning change for Cantril School grounds

The proposal would place the school’s 12 historic residential lots under one public-land designation and remove internal lot lines and an alley as the Town plans future grounds improvements.

Castle Rock is proposing to rezone Cantril School’s 12 historic residential lots as public land and replat the grounds, removing the lot lines and alley that run through the site. The changes would align the property’s zoning with its public use; they do not approve a specific construction plan.

The property at 312 Cantril St. is now split between R-2 and R-3 zoning. The proposal would change it to PL-1 Public Land. The Town’s neighborhood-meeting notice says the proposal requires public hearings before the Planning Commission and Town Council.

The zoning proposal is separate from a grounds plan that will consider gathering areas, accessible connections, parking and circulation, public art and a custom playground. The Parks and Recreation Commission’s Sept. 16 meeting minutes say the Town received 16 consultant proposals and shortlisted four firms. The minutes describe an expected planning schedule running from fall 2026 through spring 2027.

The Town’s request for proposals calls for public input through design workshops, neighborhood open houses and online surveys, along with presentations to the Historic Preservation Board and other Town bodies.

A Town Manager’s proposed 2027-2031 capital plan includes $2.25 million for future Cantril grounds improvements and $900,000 for building exterior repairs and heating and cooling upgrades. The proposed multi-year allocations are not a consultant fee or a final construction budget.
