Castle Rock Town Council unanimously directed staff on Oct. 20 to collect more traffic data on Colton Trail within 30 days, leaving an appeal for traffic-calming measures unresolved.
Town staff said the street met the program’s traffic-volume threshold but fell short of its speed requirement. The study recorded 85th-percentile speeds of 25 mph westbound and 27.5 mph eastbound, below the 30-mph threshold. Colton Trail-area resident Justin Costa told the council daily traffic volume was 538 vehicles and supported the appeal.
The Public Works Commission had unanimously recommended denying the appeal. Town staff said approving it would move the street into Phase 1 of the traffic-calming program. Denial would end the current process, though residents could request another evaluation within a year. The council did not choose between those outcomes.
In his written appeal, Michael Bruckner said residents observe excessive speeds and drivers who seem unaware of their surroundings. He described a vehicle running over a ball that had rolled into the street; his letter did not say anyone was hit. Bruckner also cited families with young children who play and ride bicycles outside.
