Palmer Lake trustees to weigh four-inch trigger for routine street plowing
The proposed rules would delay routine plowing until street accumulation exceeds four inches, limit nonemergency overtime and keep separate parking and sidewalk requirements in place.

Palmer Lake trustees are scheduled to consider a policy Oct. 22 that would delay routine street plowing until snow accumulation on roads exceeds four inches. Emergency plowing would remain allowed at any accumulation level for life safety or emergency access, according to the meeting agenda.
The draft resolution would count snow remaining from earlier storms along with new snowfall, but exclude snow that has melted or been cleared. Public Works would assess representative street conditions and document the basis for its decision.
Routine plowing would be limited to regular work hours, with overtime allowed only for emergencies. Weekend plowing could occur after the threshold is exceeded or in an emergency, but crossing the threshold alone would not authorize overtime. Police or Fire could request emergency plowing for accidents, blocked emergency access or other immediate threats to life or public safety. The Town Administrator or a designee would authorize the work; an incident commander could request an immediate callout if delay would impair emergency response, with prompt notice to the Administrator.
The proposed trigger is separate from existing resident requirements: snow-parking restrictions apply at two inches, and owners and occupants must clear specified sidewalks within 24 hours, the resolution says.
Town Administrator Patrick Davidson’s Oct. 13 memo says the limits are intended to address reduced staffing and concerns about fuel use, equipment wear and repair costs. An Oct. 15 town operations memo says the Public Works supervisor position would remain vacant after the supervisor’s departure, with Public Works and Water operating together under the existing Water Supervisor on an interim basis.
The draft directs town departments to implement the standards and inform residents. It would take effect immediately upon adoption.
