Manitou Springs’ Open Space Advisory Committee approved a 2027 budget proposal with $802,000 in projected expenses, including $400,000 for a mobility pathway, the approved proposal lists.

Other listed expenses include $60,000 toward Black Canyon trail and pedestrian bridge construction, $50,000 for fire mitigation, $40,000 for trail maintenance outside Black Canyon and $207,550 for land acquisition.

The proposal lists an $802,000 carry-forward balance as of Aug. 31 and estimates another $230,000 in 2027 property- and sales-tax revenue, for projected resources of $1.032 million. The expense lines total $802,000.

The committee’s Sept. 28 meeting minutes record a 5-0 motion to modify the draft to allocate about $375,000 for potential acquisition, with spending dependent on circumstances. The approved proposal lists $207,550 for land acquisition and does not explain the difference. The committee approved a proposal, not a final city budget.
