El Paso County approves utility agreement for Deer Creek road project
The $66,958 agreement covers electrical relocations needed for drainage, roadway and safety improvements on three roads.
El Paso County commissioners approved a $66,958 agreement Sept. 8 to relocate electrical equipment for the planned Deer Creek-area road project.
The agreement authorizes reimbursement to Mountain View Electric Association for relocating or adjusting a transformer, switchgear cabinet and electric line near the Woodmoor Drive and Deer Creek Road intersection. The facilities are in a public utility easement affected by newly acquired right of way and planned guardrails, the county’s agenda item says. Commissioners approved the agreement through the consent calendar, which passed 5-0.
The project includes reconstruction and shoulder widening on Deer Creek Road between Monument Hill Road and Woodmoor Drive, drainage improvements and a planned roundabout at the Deer Creek Road-Woodmoor Drive intersection. It also includes work on Base Camp Road and Microscope Way, according to a Pikes Peak Rural Transportation Authority project description.
El Paso County’s Department of Public Works reported that design and property acquisition are complete and that West Fork Construction has been selected for the construction work. The county has not announced a construction start date or expected duration.
An October 2025 Pikes Peak Rural Transportation Authority committee packet listed a revised project-cost estimate of $4.2 million and reported $819,724 spent to date. The authority’s 2025 adopted budget listed $4,255,374 for the project. The $66,958 utility reimbursement is one project cost, not the total project budget.
The county’s approved minutes identify the action as Resolution No. 26-287 and list the agreement among the consent items. The minutes do not include a construction schedule.
