Manitou Springs staff is proposing a $76,440 amendment to make Republic Services the city’s hauler for municipal trash and recycling after Waste Connections declined to extend its contract. The City Council is scheduled to consider the proposal Sept. 15, with service planned to begin in October, the staff memorandum says.
The revised proposal would add recycling service at all municipal receptacles, including those downtown and in city parks. Republic would service 79 40-gallon trash receptacles and provide matching recycling service six times a week from May through September and three times a week from October through April. The plan also includes six 3-yard trash dumpsters serviced three times a week and two 3-yard recycling dumpsters serviced twice a month, according to the proposed amendment.
The staff memorandum lists the proposed amendment’s term as Oct. 2, 2026, through July 31, 2027. The attached amendment says the added services would begin Oct. 1 and continue through the existing Republic agreement’s expiration on July 31, 2027. The cost matrix lists $98,537.57 for a full 12-month service cycle, while the $76,440 proposal covers the 10-month period from October through July.
The City Council postponed the original amendment unanimously on Sept. 1 and sent it back to staff for a recycling plan after discussing contamination in public bins, recycling labels and public education, draft minutes from that meeting show.
The revised proposal remains pending ahead of the Sept. 15 council meeting.
