El Paso County approves more Eastonville property agreements and Highway 105 design work
Commissioners approved eight Eastonville Road resolutions and a not-to-exceed $685,836.01 amendment for Highway 105 engineering and design services.
El Paso County commissioners approved eight additional property agreements for the Eastonville Road Phase I project and a not-to-exceed $685,836.01 amendment for Highway 105 engineering and design services during a 4-0 consent-calendar vote Sept. 15. Commissioner Cory Applegate was excused, according to the Board of County Commissioners’ meeting minutes.
The Eastonville resolutions cover improvements between Motley Road and Londonderry Drive under Project No. 128558. They accept temporary and permanent easements and right-of-way deeds for road and utility construction, drainage, slope work, access and maintenance.
The largest Eastonville agreement involves Meridian Service Metropolitan District. The county approved four right-of-way acquisitions totaling about 60,936 square feet and three temporary construction easements totaling about 108,764 square feet. The resolution and agreement authorize $225,000 from the Pikes Peak Rural Transportation Authority, including compensation for the property interests, landscaping and an administrative settlement. The temporary easements last up to two years after notice of entry or until project completion, whichever comes first.
A separate agreement with William N. Montgomery and Kristin D. Jauregui covers a 2,575-square-foot right-of-way parcel, a 44,494-square-foot permanent easement and an 8,248-square-foot temporary construction easement. The agreement and resolution authorize $72,750 from Pikes Peak Rural Transportation Authority funds. The county must provide advance notice, maintain temporary fencing during construction and restore fencing and disturbed areas afterward.
The board also approved a 172-square-foot permanent drainage easement at 4544 Bramble Lane for the Colorado Centre Drainage Improvements Project. The agreement authorizes a $1,290 payment to Mason L. Mayes and Marisa S. Mayes and allows drainage construction, slope control, maintenance, repair, operation and access.
For the Woodmoor–Lake Woodmoor Intersection Improvements, commissioners approved a temporary construction easement at 1949 Woodmoor Drive in Monument. The easement agreement covers about 1,050 square feet and authorizes a $1,575 payment to TILCO Investments LLC. It lasts six months after notice of entry or until the project ends, whichever comes first. Permanent vehicular access from Woodmoor Drive will not be affected, and at least one access point must remain open during construction unless otherwise coordinated.
Separately, the board approved an amendment and change order with HDR Engineering Inc. for Highway 105 civil and traffic engineering planning and design services. The authorizes up to $685,836.01 through the Pikes Peak Rural Transportation Authority and lists the total project cost as $7,670,574.02. The work includes final design, right-of-way acquisition support, final plans and specifications, an engineer’s opinion of probable construction cost and design services during construction.
