Colorado Springs approves liens for unpaid water, wastewater charges
The ordinance takes effect Oct. 1 and allows delinquent charges to be collected through the tax list, with a 10% penalty for collection costs.
Colorado Springs City Council approved Ordinance 26-51 on Sept. 22, authorizing liens and tax-list collection for unpaid water and wastewater charges. The ordinance takes effect Oct. 1, the signed ordinance says.
Unpaid charges, including connection fees, become a perpetual lien on property connected to or served by the respective utility system. For charges not paid when due, the city’s chief executive officer may notify the property owner, the user or both. The city clerk must then certify the charge to the county treasurer for placement on the current-year tax list and collection in the same manner as taxes. A 10% penalty is added to defray collection costs.
