Douglas County library trustees uphold review of challenged book, 5–1

Douglas County Libraries trustees voted 5–1 on Sept. 16 to uphold the executive director’s review of a citizen challenge to You Are the Color, finding the review complete and accurate. The board considered whether library policy had been followed—not the book’s content, the meeting minutes record.
The same resource cannot be reconsidered through another Citizen Review Request before Feb. 25, 2028, the minutes say. Colorado law and library policy set a two-year limit on reconsidering a resource. The minutes tie the 2028 date to the executive director’s response being included in the board’s Feb. 25, 2026, meeting packet.
The library’s Citizen Review Request Policy also describes a process for raising broader policy concerns. A requester may first raise concerns with staff, then submit a written request to the executive director. After the director responds, the requester may write to the board president seeking a policy change or saying the request was handled contrary to policy. A board agenda discussion is not automatic; a majority of trustees must request the topic for cause. The policy treats requests to change library policy separately from reconsidering an individual resource.
