Manitou Springs housing board to consider support letter for apartments

Manitou Springs’ Housing Advisory Board is scheduled to consider a draft letter supporting an affordable-apartment proposal at 123 Manitou Avenue on Sept. 28. The letter asks the Colorado Housing and Finance Authority to support an application for 9% Low-Income Housing Tax Credits. The board’s agenda lists the letter as its sole business item.
The agenda describes the project as having 50 units, while the draft letter describes about 43 residences for households earning 30% to 60% of area median income. A board letter would support the funding application, not approve the development plan.
The site was the subject of an earlier density dispute. The Pikes Peak Bulletin reported that the Planning Commission voted 4-3 in December 2024 to deny a density variance for an earlier proposal with two 39-unit buildings. The Bulletin said commissioners who opposed the variance argued that the city would need to change its zoning code, which allowed 20 units per acre, to permit greater density. The Bulletin also reported that the City Council later approved a letter supporting a funding application for the roughly 43-home proposal.
The board’s scheduled consideration is not a land-use decision; the agenda does not record an outcome. The meeting is set for Sept. 28, 2026.
