Monument council to consider utility relocations for Jackson Creek Parkway widening

The proposed agreement covers sewer and raw-water work for the first phase of the widening, with preliminary utility costs estimated at about $157,481.

Monument Town Council will consider an agreement Oct. 5 to relocate sewer and raw-water mains for Phase I of the Jackson Creek Parkway widening, from Higby Road to Fat Tire Drive, the Town’s agenda says.

Under the proposal, Woodmoor Water and Sanitation District No. 1 would pay for the sewer relocation, estimated at $112,829.85, and the Town would pay for the raw-water work, estimated at $44,650.76. The April estimates total $157,480.61 and are preliminary; final costs would depend on bids and approved changes. Town staff said combining the utility work with the road contract could improve coordination and reduce costs. The estimates cover the utility work, not the full widening project, the staff memo says.

The Town would solicit bids and manage the construction contract. The District would have 15 days to accept or reject the selected bidder and would reimburse the Town for authorized sewer-work payments within 15 days after the Town pays the contractor. If a roadway redesign makes either relocation unnecessary, the Town could owe the District reimbursement for documented, eligible out-of-pocket design costs, capped at $30,000, under the proposed agreement.
