Palmer Lake proposal would let three trustees advance issues for future agendas

Palmer Lake trustees are scheduled to consider a proposal Oct. 8 that would let three trustees require a policy matter to enter a queue for a future meeting. The queue would not guarantee a particular meeting date or approve the underlying idea, under the proposed agenda-setting policy.

Any trustee could submit a specific request, but support from three trustees would be needed to require that a policy matter enter the queue. Complete materials for a regular Thursday meeting would be due by noon the preceding Monday. Late items generally would move to a later meeting, with limited exceptions for matters such as legal compliance, public safety, emergencies, protecting town operations or finances, or a fixed outside deadline.

The proposal would also distinguish requesting an item from deliberating on it. Trustees could register support at a properly noticed meeting or through separate communications to the town administrator or clerk, but could not use serial messages to poll one another or debate an item outside a public meeting. Adding an item to an agenda would not itself set policy, direct staff, authorize spending or approve town action.

The policy calls for the Board to review how it is working after six months. Resolution 37-2026 is listed for “discussion, review, and possible action” at the Board’s Oct. 8 meeting, scheduled for 6 p.m. at Town Hall, the agenda says. A separate Code of Ethics proposal, Resolution 33-2026, is also on the agenda.
