Castle Rock commission to hear 112-home Crystal Valley plan Oct. 8
The proposal would add 112 homes north of Crystal Valley Parkway; town staff recommends that the commission advance it to Town Council.

Castle Rock’s Planning Commission is scheduled to hold a public hearing Oct. 8 on a proposal for 112 detached homes on about 21 acres in Crystal Valley Ranch.
The commission agenda lists the hearing for about 6:15 p.m. Town planning staff recommends that the commission recommend approval to Town Council; the staff report lists Nov. 17 for a Town Council hearing.
CVR PA3A LLC proposes building the homes north of Crystal Valley Parkway, east of Rhyolite Park and west of Lake Gulch Road. The site plan sets aside about 4.58 acres — roughly 22% of the site — for parks, a pond, open space, drainage, utilities and public land. Some tracts would be owned and maintained by the Town; others would be maintained by the homeowners association, the proposed plan shows.
Residents who wrote to the Town raised concerns about losing recreation and open space. Some said people use the parcel for walking, biking and disc golf. At neighborhood meetings, the applicant presented revisions that included removing a lot from the northeast corner to widen the separation from existing homes and adding buffer trees, the meeting summaries report.
The traffic consultant estimates the development would generate about 1,018 vehicle trips on an average weekday. Its traffic impact analysis estimates 21 cars entering and 57 leaving during the morning peak hour, and 65 entering and 40 leaving during the afternoon peak. Its forecasts extend to 2046 and assume the Interstate 25 and Crystal Valley Parkway interchange is open. Under stop-sign control, the study projects poor operating grades for northbound turns at the Crystal Valley Parkway intersections with West Loop Road and with Idylwood Street and Snow Goose Road.
The consultant recommends building a western cross-access road to Crystal Valley Parkway at West Loop Road and converting the north side of the Snow Goose Road intersection to three-quarter movement. The developer has provided the Town funding for future signal control at West Loop Road. The Town could use that funding for a signal or toward a proposed roundabout; the study estimates either option would improve overall intersection operations.
