Castle Rock’s Planning Commission is scheduled to consider recommending annexation and zoning for RidgeView Town Center, a proposed commercial development west of North Ridge Road and south of the Fifth Street/Colorado 86 intersection. A preliminary Town analysis estimates annual net revenue of $53,054 to $453,173, depending on the eventual mix of businesses.
The Oct. 8 Planning Commission agenda schedules the meeting for 6 p.m. and lists RidgeView as the second public hearing; times are approximate. Town staff is asking commissioners to recommend approval of the annexation and planned development plan and zoning regulations. The commission’s recommendation would not itself approve the project.
The proposed plan caps total nonresidential development at 54,000 square feet, including at least 6,000 square feet for a full-service restaurant. It allocates 2.21 acres—about 21% of the site—to public open space and sets a 25-foot maximum building height. The planned development plan and zoning regulations describe retail, office, restaurant and service uses. Building locations and layouts would be addressed in later site-development-plan review; the plan requires approval of a site development plan and plat before structural building permits are issued.
The Town Finance draft fiscal analysis, dated Sept. 4, models three tenant mixes. It estimates annual net impacts of $453,173 for a retail-oriented mix, $303,892 for a mixed-use base case and $53,054 for a service- and medical-oriented mix. The analysis describes these as scenarios, not a forecast of the final tenant mix, which has not been identified. It also estimates $321,300 in one-time construction use tax, a preliminary figure because construction valuation and the share of materials subject to tax have not been confirmed.
If commissioners recommend approval, the proposal would still go to Town Council for required public hearings and decisions on annexation and zoning. The Town’s development process describes Planning Commission review followed by Council hearings; it does not list RidgeView-specific Council dates.
