Manitou Springs seeks $56,820 for designs at Overlook Park, Higginbotham Flats

The proposed agreement would fund 30% designs for both sites, with City Council set to consider it Oct. 6; construction is not included.

Manitou Springs staff is asking City Council to approve a $56,820 agreement for 30% designs at Overlook Park and Higginbotham Flats, advancing a master plan approved in December 2024. The work would help prepare the improvements for future grant applications, but would not build them, according to the [staff memorandum to City Council](https://manitouspringsco.api.civicclerk.com/v1/Meetings/GetReportFile(fileId=5005).

The council is scheduled to consider the agreement on its Oct. 6 consent calendar. It would pay Hord Coplan Macht up to $56,820, including a $55,620 design fee and $1,200 for reimbursable expenses. The city plans to use Conservation Trust Fund money.

The designs would refine features in the master plan, including park access and parking, a composting toilet, paths, landscaping, gathering and viewing areas, shade structures, signs and water-quality features. The scope also includes site and geotechnical investigations, drawings and a cost estimate. The professional-services agreement and design scope set a preliminary 12-week design phase from October 2026 through January 2027, excluding holiday weeks. The city and the Parks and Recreation Advisory Board will coordinate the final schedule.

The city says the partial designs would help prepare the project for grant applications. The proposed agreement does not fund construction or include a grant award.
