Palmer Lake trustees to hear briefing on joining regional transportation authority

Palmer Lake trustees are scheduled to hear an Oct. 22 briefing on joining the Pikes Peak Rural Transportation Authority (PPRTA), ahead of a deadline for the town to submit a membership resolution for board consideration.
Town Administrator Patrick Davidson’s [Oct. 1 memo to trustees](https://palmerlakeco.api.civicclerk.com/v1/Meetings/GetAttachmentFile(fileId=1201) says a town resolution would need approval before Nov. 2 to reach the PPRTA Board for consideration Nov. 13.
The authority’s posted 2004 founding agreement describes an admission process requiring voter approval, consent from all existing member governments and approval by two-thirds of the PPRTA Board after notice and a public hearing. It allows a general or special election.
PPRTA is funded primarily by a voter-approved sales-and-use tax. Its 2024 audited statements describe the tax rate then in effect as 1% and say voters extended capital-project funding through 2034.
PPRTA’s amendment history lists later changes, so the posted founding agreement does not establish whether its admission terms remain current.
