The Fountain Creek Watershed District has proposed $1,484,074 for Frost Ranch restoration in its 2027 Water Activity Enterprise budget. The allocation is about 72% of the district’s $2.05 million in proposed expenses. The board is scheduled to hold a public budget hearing Oct. 23; the allocation has not yet been adopted.
The district’s proposed budget lists $1,874,074 for all projects. Other proposed project allocations include $150,000 for Southmoor Drive, $100,000 each for Woody Debris Management and Eagleridge, and $40,000 for a Restoration & Resilience Assessment. The proposal projects $520,000 in revenue and an ending fund balance of $8,988,357.
Frost Ranch is a 4,238-foot stretch of Fountain Creek in southern El Paso County where severe streambank erosion is carrying sediment downstream, the district’s project description says. Planned work is intended to stabilize the channel, improve riparian habitat and protect community infrastructure. Measures include bank stabilization, in-stream wood structures, wetland and side-channel restoration, and revegetation.
The district lists fall 2027 as a tentative construction target but says timing remains undetermined pending Federal Emergency Management Agency permits. The district’s meeting notice schedules the Oct. 23 hearing for 9 a.m. to noon.
