Colorado Springs City Council has advanced a $380,700 budget amendment that would give furlough-eligible city employees paid leave on Nov. 25. Council approved the amendment on first reading Oct. 13.

The Oct. 13 Council minutes record that Council amended the proposal to make Nov. 25 a paid day off, passing the amendment 5-4, then approved the supplemental appropriation on first reading, 8-1. The measure is listed for further consideration at the Oct. 27 Council meeting. Final Council passage and mayoral action remain pending.

The draft ordinance would amend the city’s 2026 budget. It says the furlough plan required eligible employees to take five unpaid scheduled days during the year, including the day before Thanksgiving. Under the proposal, city offices would remain closed Nov. 25, but furlough-eligible employees would receive the day off with pay.

The draft leaves furloughs in place in other funds. It says costs in those affected funds can be absorbed within each fund’s existing budget without further adjustment. The ordinance does not identify those funds.

The ordinance proposes $330,800 from the General Fund, including $58,000 for Police, $53,300 for the Mayor and Support Services, $43,300 for Public Works, $40,500 for Innovation and Technology and $40,000 for Parks, Recreation and Cultural Services. It also proposes $11,400 from the Conservation Trust Fund, $32,000 from the Public Safety Sales Tax Fund and $6,500 from the Trails, Open Space and Parks Fund. The ordinance says the money would come from 2026 revenue collected above budget.
