Colorado Springs proposes $475,000 easement purchase for transmission line

A draft Colorado Springs City Council resolution would authorize the city to pay Lockwood Limited Liability Company $475,000 for permanent easements on three parcels at 3690 Astrozon Boulevard. The resolution says appraisals prepared for both the city and Lockwood support the proposed price.

The easements would support a new 115-kilovolt transmission line connecting the Kelker substation in southeast Colorado Springs with the South Plant substation downtown. Colorado Springs Utilities says the line is intended to improve reliability and serve growing demand in downtown and western areas. Utilities’ project page targets completion in 2027.

The resolution identifies the parcels by El Paso County tax schedule numbers 6434112004, 6434100032 and 6434100035. It would authorize the city’s Real Estate Services Manager to execute documents needed to complete the acquisition.

The proposal follows earlier Council authorizations. The draft says Resolutions 196-25 and 30-26 authorized the use of possession and use agreements and eminent domain while the city continued negotiating with Lockwood. It also says the parties entered a stipulation for immediate possession in El Paso County District Court on Aug. 6, 2026, allowing the project to proceed without delay. The draft describes an agreement between the parties, not a court order.

The resolution remains a draft and says it would take effect upon adoption.
