Monument’s final-draft proposed 2027 budget includes $8 million for the Jackson Creek Parkway northbound lanes. It also proposes $1 million for asset replacement and $500,000 each for emergency and economic-stabilization reserves, the final-draft budget materials show. The roadway amount is a proposed allocation, not a construction contract award.

The forecast projects $16.31 million in General Fund revenue and $17.06 million in expenses in 2027, a $748,780 gap. It projects an unreserved year-end balance of about $4.64 million, or 27.18% of expenditures. The balance is projected to fall below the town’s 20% minimum in 2029, reaching 18.97%, and to decline to 6.33% by 2031.

The budget proposes one additional police officer and asks the Town Council to consider two more police positions. The materials say revenue from the Legacy development could support those two positions beginning in 2028. They also ask the council to consider directing Traffic Impact Fees to the parkway’s southbound lanes. These are options for consideration, not approved commitments.

A separate 2027–2031 Capital Improvement Plan lists about $114.94 million in proposed project costs, including $36.85 million for stormwater work, and a $30 million total project cost for a new police station. The plan is for planning purposes and does not itself commit the town to spend those amounts.

The $8 million Parkway proposal covers the northbound phase from Higby Road to Fat Tire Drive, including drainage, utility, pedestrian and bicycle work. The Town’s project update described design as 90% complete, with approvals, right-of-way review, utility clearance and bid documents still in process. Staff proposed advertising for bids Nov. 20, subject to required approvals. Construction was anticipated in 2027 after bidding and Town Council contract approval. Funding for the southbound lanes still must be secured.

The draft assumes 3% sales-tax growth and a 2% property-tax increase in 2027, as the earlier proposed-budget materials state. The budget schedule lists council review of the final-draft proposal Nov. 2 and consideration of adoption Dec. 7.
