El Paso County commissioners to consider $1.07 million safety project at Constitution and Peterson

El Paso County commissioners are scheduled to consider a not-to-exceed $1,074,725 contract for safety improvements at Constitution Avenue and Peterson Road, an intersection where the county cites two recent pedestrian fatalities and multiple crashes.
The Board of County Commissioners is scheduled to consider the agreement with Commerce City-based Jalisco International Inc. on Sept. 22. The county has not approved the contract as of Sept. 18.
The proposed project would add concrete median extensions, resurface roadway areas, install new pavement markings and improve lighting at the signalized intersection and two nearby approaches. The area includes homes, businesses, a gas station, a child-care center and an elementary school, the county’s agenda item says.
The county advertised the invitation for bids Aug. 6 and received four bids Aug. 27. Three bids were deemed responsive, and county staff recommended Jalisco International as the lowest responsive bidder.
One of the fatalities cited in the project background occurred Jan. 8, 2025. The Colorado State Patrol said a 76-year-old woman was crossing Constitution Avenue in a crosswalk shortly after 7 a.m. when an eastbound pickup struck her. The driver fled, and investigators said a second dark-colored pickup might also have been involved, according to KOAA’s report and FOX21’s report. KRDO reported that the victim was Charlene McAlister, a child-care employee.
The county lists the project’s net cost to the county as $184,960.17, with funding from the Colorado Department of Transportation and county Road and Bridge funds. The agenda does not specify when construction would begin if commissioners approve the contract or provide details about the second fatality.
