El Paso County commissioners and Colorado Springs City Council have approved the Pikes Peak Regional Building Department’s 2027 budget, which projects an $845,536 draw from fund balance to cover expenses above revenue.
Commissioners unanimously approved the budget Oct. 13, their minutes show. City Council approved it Oct. 27 through Resolution 90-26. The resolution says the intergovernmental agreement requires annual budget approval by both the county commissioners and the council.
The budget projects $22,134,481 in revenue and $22,980,017 in expenses, with the projected difference covered by a draw from unrestricted fund balance, the department’s budget says. It proposes no fee increases.
The plan provides for as many as four additional positions, which would bring staffing to 146, and a cost-of-living increase of up to 5%, subject to available funds and economic conditions.
Separately, the budget says the Regional Building Commission may adjust Building Valuation Modifiers, which convert project valuations into permit fees. The budget does not approve a modifier adjustment or a fee change.
