Manitou Springs plans to begin rebuilding the retaining wall along Lovers Lane on Nov. 15, in a project estimated at about $2.4 million and scheduled to continue through spring 2027. Portions of the road will close during construction, the city notice says.
A March City Council report put the project cost at roughly $2.4 million and said there would be no city cost share. The Pikes Peak Rural Transportation Authority (PPRTA) authorized advancing up to $2.4 million in capital funds for the work. That authorization is not a construction contract or award.
City staff described the wall as failing quickly. Draft historic-review materials warn that continued deterioration could lead to roadway failure toward Fountain Creek and damage or loss of nearby utilities. The proposed work would replace the wall in kind, matching its concrete material, color, appearance, height, length, alignment and footprint. It also includes drainage scuppers and a separate safety rail; the engineering drawings specify a bridge-rail design with crash-performance criteria.
Historic review is continuing. A staff memo in the Nov. 4 Historic Preservation Commission agenda packet says the project is under federal historic-preservation review involving the U.S. Army Corps of Engineers, while the Colorado State Historic Preservation Office considers whether the wall is eligible for the National Register of Historic Places. The commission is scheduled to consider a support letter on Nov. 4.
Temporary repairs to the wall were completed in April 2025, according to a city report to PPRTA.
