Monument’s draft budget projects $656,209 gap; capital plan lists $115 million in projects
The five-year plan includes $36.85 million for stormwater work, while the draft projects General Fund reserves falling below the town’s 20% minimum in 2030.

Monument’s draft 2027–2031 capital plan lists $115,023,051 in project costs, including $36.85 million for stormwater work. The projects are part of a planning document, not approved or committed spending, the capital plan says.
The stormwater work is listed under the Stormwater Impact Fee Fund. The plan lists no new projects or budget for that fund in 2027, with work spread across the five-year period.
The proposed 2027 budget forecasts $16.31 million in revenue and $16.97 million in expenditures, a projected $656,209 gap. It also forecasts about $6.52 million in unreserved General Fund balance at year’s end, equal to 38.4% of expenditures. The balance is projected to fall below the town’s 20% minimum in 2030, reaching 16.93%, and to decline to 6.23% in 2031, the proposed budget forecasts.
The draft assumes 3% sales-tax growth and 2% property-tax growth in 2027. It allocates $1 million to asset replacement and $500,000 each to emergency and economic-stabilization reserves. The town’s schedule calls for a final-draft budget presentation Nov. 2 and a vote to adopt the 2027 budget Dec. 7; both are future steps.
