Colorado wildlife agency seeks variance for vault toilets at Rosemont campgrounds

Colorado Parks and Wildlife is seeking permission to install sealed vault toilets at its planned Rosemont Reservoir campgrounds. The Teller County Board of Health is scheduled to discuss the request Oct. 6.
The Board of Health agenda lists “Discussion Variance Rosemont Reservoir” at 9:40 a.m. during the board’s 9:30 a.m. meeting at 800 Research Drive, Suite 230, in Woodland Park.
In an Aug. 18 application to Teller County, Colorado Parks and Wildlife’s Pikes Peak Recreation Area requests a variance under Section 43.4(N) of county rules for onsite wastewater systems. The application proposes self-contained, precast concrete vault toilets; Colorado Springs Utilities is listed as the property owner.
The application says the toilets would be watertight, discharge no waste into the ground and be routinely pumped and serviced. Colorado Parks and Wildlife says the site’s high elevation, proximity to the reservoir and lack of municipal utilities make conventional underground septic systems difficult to use. The agency argues that leach fields could allow wastewater to reach nearby waters, while vault toilets would isolate waste from soil and groundwater.
