Douglas County commissioners to consider $375,000 Hilltop Road contract increase
Staff recommends adding up to $375,000 for construction management, inspection and testing, citing paving delays and quality problems that pushed the project’s estimated substantial-completion date to Dec. 31, 2026.

Douglas County staff recommend a $375,000 increase to the construction-management contract for Hilltop Road Improvements Segment 1, raising its ceiling to $1.77 million. The Board of County Commissioners is scheduled to consider the proposal Nov. 3, according to the meeting materials.
The proposed amendment and fee exhibits add construction management, contract administration, inspection, materials testing and project-engineering support. The estimate is $361,300.52 for services, plus up to $13,699.48 in contingency directed or approved by the County. It covers 2,194 hours, including 1,300 hours for inspection and materials testing; actual time and materials would be billed monthly.
The change order cites construction delays and asphalt-paving quality problems that required rework and additional test sections. It says paving was expected to continue through November, requiring senior inspection support to continue longer than planned. The contractor’s estimated substantial-completion date shifts from Nov. 2 to Dec. 31, 2026; that date is an estimate, not a guarantee.
The amendment would extend the contract term through July 31, 2027, subject to annual funding.
