Douglas County and the Perry Park Metropolitan District are proposing a connection at Gateway Pond in Larkspur that would let firefighters draw water from the pond through a hydrant. County commissioners are scheduled to consider the agreement and a related construction contract Nov. 3. County staff recommend approval of both, according to the meeting agenda packet.

The district says the pond has supported helicopter water drops on remote fires. The proposed connection would add another way to access that water, under the direction of the Larkspur Fire Protection District, the draft agreement says.

The agreement estimates permitting and construction will cost $156,156. The district would contribute no more than $78,078 or half of actual costs, whichever is less. The county would pay project invoices and send the district a final invoice, due within 45 days.

The agreement remains a proposal, and says the county would pursue permitting and construction after both parties sign. It allows the parties to pursue remedies, including return of district funds, if construction has not begun by April 1, 2027, unless they agree otherwise in writing. The agreement lists a substantial-completion date of April 18, 2019, but provides no current completion target.
