Woodland Park’s City Council is scheduled to consider the initial posting of two ordinances for Eagle Fire Lodge on Nov. 5. The proposals would rezone the property at 777 East U.S. Highway 24 and allow its 25 lodging units to become market-rate, long-term rentals. A public hearing is listed for Nov. 19, the council agenda says.
One ordinance would change the parcel’s zoning from Planned Unit Development to Multiple Dwelling Urban Residential, a zone that supports the proposed residential use. Planning and Building Services Director Karen Schminke recommends posting the rezoning ordinance for consideration and setting the Nov. 19 hearing. Rick Dilsavor of Cedarwood Development Inc. submitted the request for property owner Woodland Capital Inc., the rezoning staff report says.
A separate conditional-use permit would also be required for the residential use in that zone. Schminke recommends initial posting of the permit ordinance and a Nov. 19 hearing, the conditional-use staff report says.
The draft permit ordinance says the city has water and wastewater resources for the proposed use at the property’s current density. It would also require verification of the water fixture count, City Council approval to allocate and sell 25 multifamily water taps, and payment of tap fees. The ordinance further requires an updated Colorado Department of Transportation highway-access permit for the new use, the draft ordinance says.
The agenda and staff reports describe proposed actions, not final approvals. They do not establish that the rentals are available or that the draft ordinance’s conditions have been met.
