The proposed moratorium would block covered residential applications for 12 months, starting seven days after final passage and publication; a public hearing is set for Nov. 19.

The Woodland Park City Council is scheduled to consider initial posting of a proposed 12-month pause on residential development applications in the Central Business District on Nov. 5 and hold a public hearing Nov. 19, according to the council agenda.

The draft ordinance would bar the submission, acceptance, processing, review and approval of development, zoning and land-use applications for residential development within the district. The pause would begin seven days after publication following final passage and last 12 months, the proposed ordinance says.

The proposal says the city wants time to document existing uses and decide what kinds of development it wants in the district. It anticipates a consultant will prepare an area plan and implementation strategies. It also cites a potential mismatch between zoning rules that allow some residential uses and the district’s stated focus on placing residences particularly above ground-floor shops and offices.

The agenda separately lists rezoning and conditional-use requests for multi-household housing at Eagle Fire Lodge, 777 East U.S. Highway 24. The rezoning staff report describes that proposal, while the conditional-use staff report describes the permit request.
