Colorado Springs Utilities staff project the utility’s 2027 annual transmission revenue requirement will be about $38.75 million, an increase of roughly $4.47 million, or 13%, from the 2026 projection, in materials prepared for board consideration.

That projection is about 23% below the $50.31 million recorded as 2025 actual in Utilities’ formula-rate template. The 13% increase is measured against a 2026 projection; the 23% decrease is measured against 2025 actual.

The requirement covers the transmission owner’s costs to build, maintain and operate transmission facilities. It is part of an annual formula-rate update tied to Utilities’ arrangements with the Southwest Power Pool. The projected requirement is not a direct measure of household electric bills, and the materials do not estimate its effect on customer bills.

Utilities’ schedule lists a City Council session for Nov. 10, a planned Dec. 18 submission of the final 2027 update to the Southwest Power Pool, and a Jan. 15, 2027, informational filing with the Federal Energy Regulatory Commission. The rate year is scheduled to run from Jan. 1 through Dec. 31, 2027. The $38.75 million amount remains a projection, not a finalized figure.
