Monument draft budget proposes $8 million for Jackson Creek Parkway northbound lanes

The proposal also includes $1 million for asset replacement and $500,000 each for two reserves; additional police positions and southbound-lane funding remain options for council consideration.

Monument’s proposed 2027 budget includes $8 million for the Jackson Creek Parkway northbound-lanes project. The draft also proposes $1 million for asset replacement and $500,000 each for emergency and economic-stabilization reserves, the proposed budget shows.

The budget proposes funding for one additional police officer. It separately asks the Town Council to consider funding two more police positions; the budget materials say revenue from the Legacy development could support those positions beginning in 2028. The council is also asked to consider directing Traffic Impact Fees to the parkway’s southbound lanes. These are options for council consideration, not approved commitments in the draft.

The draft projects $16.31 million in General Fund revenue and $16.97 million in expenditures, a gap of $656,209, and about $6.52 million in unreserved General Fund balance at year’s end. Its long-range forecast shows that unreserved balance falling below the town’s 20% minimum in 2030.

A separate 2027–2031 capital plan lists $115,023,051 in project costs, including $36.85 million for stormwater work. The plan is for planning purposes and does not approve or commit the town to spend those amounts, the capital plan says.

The draft assumes 3% sales-tax growth and a 2% property-tax increase in 2027. Its schedule lists a final-draft presentation and second amended 2026 budget for Nov. 2, with a vote to adopt the 2027 budget planned for Dec. 7.
